Position Profile
Information Experts is seeking technical editors in support of a Federal Government agency in Washington, D.C. and Boyers, PA. The primary responsibility is to assist Senior Project Managers and Information Technology (IT) personnel in creating and finalizing documentation for system development lifecycle projects. This position requires the individual to maintain standardized versioning and storage of documentation.
Positions are open in Washington, D.C. and Boyers, PA.
Occasional travel may be required.
Essential Responsibilities
- Writing, editing, and formatting for final delivery of various documents, including: responding to functional requirements, requirements traceability matrices, implementation plans, system architectures, and detailed design documents
- Creating, editing, and formatting documents for delivery
- Meeting customer delivery deadlines for documentation; addressing changing workload priorities; editing and proofreading technical documents prepared by other writers; and checking drafts for format, clarity, consistency, and overall cohesiveness
- Interfacing with team members and client staff to prepare documentation for various review cycles and within deadlines utilizing Word 2007 and Visio 2003/2007
Required Qualifications
- U.S. citizenship and current SSBI clearance
- Strong analytical skills with the ability to evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, distinguish presented user requests from underlying true needs, and distinguish solution ideas from requirements
- Strong interpersonal skills with the ability to work with individuals and groups to develop and document essential requirements information
- Ability to transform advanced technical computer and network terminology into clear and concise documentation using standard templates
- Strong organizational skills and the ability to work with a vast array of information gathered during development and analysis and cope with rapidly changing information
Education and Experience Requirements
- Five to seven years experience in a technical field with an emphasis on systems documentation and thorough knowledge of system development lifecycle methodology
- Three to five years experience working with Federal Government clients preferred
- Bachelor’s degree
- Ability to provide samples of written work

Position Profile
Information Experts is seeking an Application Developer in support of a Federal Government agency in Washington, D.C. The candidate must have the ability to work independently and receive direction from Project Managers.
Occasional travel to Boyers, PA and between Ft. Meade, MD and Washington, D.C. may be required.
Essential Responsibilities
As a developer team member, the Application Developer will:
- Participate in meetings with engineers and users
- Employ organizational design patterns to develop application logic
- Accomplish necessary coding in either current programming languages (e.g., Java or legacy programming languages such as Natural) on a mainframe platform
- Team with other engineers to solve complex problems
- Adopt organizational values and practices
- Design unit tests as part of test driven development
- Work with quality control liaisons to develop acceptance tests
Required Qualifications

The candidate must have the ability to work independently and under PM direction and must maintain standardized versioning and storage of documentation.

Essential Responsibilities
- Gather requirements using interviews; document analysis; requirements workshops; surveys; site visits; business process descriptions; use cases; scenarios; and business, task, and workflow analysis
- Perform critical evaluation of information gathered from multiple sources; reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true requirements
- Proactively communicate and collaborate with external and internal clients to analyze information needs and functional requirements and deliver documentation as needed.
- Able to assemble Functional requirements /Business Requirements Documents; Use Cases, GUI, and Screen and Interface designs
- Able to support multiple initiatives successfully and simultaneously
- Work independently with users to define concepts under project manager direction
- Interpret customer business needs and translate them into application and operational requirements
- Develop requirements specifications using plain language and following standard templates
- Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs
- Serve as the liaison between the business units and technology and support teams
Required Qualifications

Position Profile

Independently perform project management responsibilities for communication, marketing and education-related projects while leading a cross-functional team of web development, graphic designer, communications content, and instructional design consultants to successfully fulfill their project roles.
Essential Responsibilities:
- Coordinate planning, development, testing, and implementation of project to ensure timely deliverables, project success and quality
- Provide work direction, project status, and feedback to all team members
- Design and develop deliverables per client needs and expectations and present potential concepts
- Assist in the identification, assessment and resolution of issues and problems
- Communicate with clients throughout the life of the project, informing them of progress and watching for changes in scope and expectations
- Balance and prioritize project work to ensure critical items are addressed
- Ensure high quality deliverables are produced while working within budget and meeting deadlines
- Works with clients and staff to plan, develop, and execute strategic program direction

Required Qualifications

- Proven ability to generate Earned Value Metric – EVM to evaluate project status
- Strong ability to quantify, and mitigate project risk. Demonstrated experience in using risk registers, and risk tracking systems.
Education and Experience Requirements
- B.A. Degree in project management, business, or related field.
- PMP certification is a plus.
- Minimum of 5 years of experience in a project management role. Federal experience preferred.
- Must be able to provide samples of project management work
- Must be U.S. Citizen, and have confidence in their ability to successfully pass a background investigation.

Position Profile
The Proposal Manager will plan, manage, coordinate, prepare, and submit all company proposals. This position requires a thorough understanding of the proposal process including development of technical approach and management plan, resume preparation, and past performance citations.
Principal Responsibilities:
In addition to being a lead writer on proposals, the proposal manager will:
- Build and lead the proposal team
- Delegate assignments as required to the proposal development team: writers, graphics, technical, and pricing in response to RFP, RFI, or RFQ requirements
- Coordinates with our sales organization/capture manager to collect essential customer/opportunity knowledge
- Create proposal development schedules
- Schedule and lead win-theme strategy sessions
- Conduct daily status and proposal reviews
- Create and manage Past Performance database
- Work with Subject Matter Experts to collect information for proposals
- Work with our Project Management Office (PMO) to create WBSs based on RFP requirements
- Ensure compliance and accuracy with the RFP
- Manage business development library on SharePoint portal
- Coordinate with subcontractors for technical data calls
- Serve as the proposal point of contact for all proposal-related issues
- Provide Quality Control support for client deliverables, as needed
Required Experience
- Must have 5+ years experience in proposal development environments with increasing levels of responsibility;
- Must have Proposal Management experience. Resumes without this experience will not be considered
- Experience working proposals for the Federal Government
- Track record of successful proposal development and management
- Proficiency in Word, PowerPoint, Excel, and experience in the development of relationships with potential partners, clients, internal team members, and customers
- Extremely well-developed communication and presentation skills; proven ability to communicate information and ideas in speaking and writing so others will understand
- Demonstrated knowledge of government proposal development and management including an understanding of level of effort to price proposals effectively
- Must have superior judgment and communication skills
- Demonstrated ability to manage and lead a remote work team
- Strong ability to use project management tools and software (e.g., Microsoft Project)
- Must be able to effectively multitask, organize and prioritize work, and resolve issues
Education and Experience Requirements:
- BA/BS in Business, Education, Social Science, Communications or similar discipline
- Demonstrated ability to write compelling sales documents
- Strong analytical and problem solving skills
- Ability to provide effective management for one or more direct-line proposal staff
