Position Profile:
The Contracts Manager is key to ensuring compliance with all relevant
government contracting requirements. This position provides hands-on
leadership for all aspects of contract management and administration
and works closely with the Business Development Managers and Proposal
Manager to develop thorough contracts that will contribute to Information
Expert’s growth and profitability while mitigating risks.
This position is integral to establishing a solid foundation for
deliverying on all contract terms and takes someone with impeccable
contract writing, negotiation, and interpersonal skills. The Contracts
Manager will be responsible for setting up all relevant systems
and procedures necessary to ensure compliance with the Federal Acquisition
Regulations and the DCAA throughout the procurement life-cycle for
government and commercial contracts.
Principal Responsibilities:
Be an Information Expert demonstrating our core values and commitment
to our clients:
Analyze, develop and negotiate commercial and government contracts;
negotiate and coordinate contract revisions; analyze proposed
contract terms and advise management on issues of concern and
recommend alternatives
Monitor performance against contract requirements; ensure compliance
with all contract clauses and applicable procurement regulations,
including FAR, DFAR, EPAAR and other relevant government contracting
clauses
Develop templates for contractual documentation; review, monitor,
and prepare correspondence as necessary in the execution of contractual
requirements
Setup and manage appropriate documentation and record-keeping
systems to ensure compliance with the FAR and government Cost
Accounting Standards
Resolve invoice payment issues and disputes in accordance with
contracts, accounting regulations (e.g., CAS) and company procedures
Close-out contracts and maintain documentation per retention
requirements
Manage GSA schedules and orchestrate efforts to pursue new
schedules
Work with the Proposal and Business Development Managers to
ensure appropriate proposal pricing and support proposal development
efforts
Identify, assess and resolve issues and problems
Ensure high quality contracts are produced while meeting deadlines
and specifications
Balance and prioritize work to ensure critical items are addressed
Required Qualifications:
Demonstrated expertise in government and commercial contract
development and negotiation including proven ability to develop
and monitor contract tracking and administration systems and processes
Superior interpersonal skills including the ability to interact
with external and internal senior level managers and teammates
Outstanding business judgment and analytical skills; must have
a strong attention to detail and follow-up; and an excellent ability
to multi-task
Outstanding contract writing skills and extensive knowledge
of contracting law and regulations, government acquisition regulations
(e.g., FAR, DFAR, EPAAR, CAS, etc.) and GSA rules and requirements
Must be proficient in MS Word, Excel, PowerPoint, and Project
Strong ability to creatively use resources and find solutions
to unique problems
Must be highly motivated, a self starter, results-oriented,
an independent thinker and a team player
Must have patience, flexibility, and a good sense of humor
Education and Experience Requirements:
Bachelor’s degree in Business or related field. Masters
or Law degree a plus.
7+ years of progressively responsible contract administration
and management experience in the federal government and commercial
environments
Experience with developing professional services contracts
preferred
CFCM, CCCM, or CPCM certification is a plus
Must provide samples of contracts developed
